Food Labelling Warning:
Guidance on the labelling of certain food colours as set out in Regulation 1333/2008
EC Regulation 1333/2008 on food additives includes provisions, coming into force on 20 July 2010, for labelling of food and drink containing the six colours identified in the Southampton study as having a potentially adverse effect on children’s behaviour. The six colours are:
Sunset yellow (E 110)
Quinoline yellow (E104)
Carmoisine (E122)
Allura red (E129)
Tartrazine (E102)
Ponceau 4R (E124)
In August 2009 the Agency consulted on the enforcing Scottish Statutory Instrument for this EC Regulation – the Food Additives (Scotland) Regulations 2009. These Regulations came into force on 20 January 2010.
The Agency continues to encourage industry to voluntarily remove the above six colours from their products , however for those businesses who wish to relabel their products with the required warning notice the Agency has produced guidance to assist you with this. This has been published on the Agency’s website at:

The guidance notes provide web links to EC Regulation 1333/2008 and to the Food Additives (Scotland) Regulations 2009 (SSI 2009/436).
Article 34 of EC Regulation 1333/2008 provides a transitional period and permits food or drink lawfully marketed or placed on the market before 20 July 2010, which do not comply with the labelling requirements, to be marketed until their date of minimum durability or use by date.

The Ministry of Agriculture, Fisheries and Food
The HFA is a member of the group committee set up by Minister of Farm Animal Welfare and Countryside (MAFF) to monitor and liaise issues of Zibah and halal meat. This group has been instrumental in bringing about changes to the Slaughtering Act, now known as The Welfare of Animal Slaughtering and Killing Act 1999 (WASK 99/400) – to conform with the Islamic slaughtering requirements in conjunction with the relevant animal welfare and environment regulations in vogue. For Muslims, it has been accentuated as:
Slaughter by a licensed Muslim slaughterer
By the Islamic method in a licensed slaughterhouse / abattoir
Under the supervision of an official veterinary officer
This also applies to slaughtering at the festival of Eid-ul-Adha for Qurbani / Udhia as well. Slaughtering in the open air or in a farm or farm building, or at domestic premises is NOT permitted any longer.
The HFA is in consultation with DERRA (Department of Environment, Food, and Rural Affairs) and Beef Labelling, traceability and passport for cattle.
The HFA is only Muslim organisation authenticating the halal beef from the “farm to the plate”. The HFA is also liaising with appropriate departments dealing with CJD and BSE. It is also in liaison with DEFRA to Draft Commission Regulations on the control of water content in Poultry cuts & new draft proposals on special marketing terms for Turkey. The most recent consultation is related to commission draft proposals amending regulations (EC) no. 1538/91 on marketing standards for poultry meat (4th February 2002).
